Step-by-Step: How To Make This Simple Cabbage Roll Casserole
Step 1: Preparing Your Ingredients
First, prepare your ingredients. Chop the cabbage into thin slices. Dice the onions and garlic, and set aside your spices and lean ground beef.
Step 2: Partially Cook The Rice
Rince the rice and cook covered with water until it comes to a boil, then remove from heat and rinse with cold water through a colander. Set aside. This step partially cooks the rice, ensuring it softens perfectly during the baking process. It also helps reduce overall cooking time.

Step 3: Cook The Vegetables And Meat Together
In a deep pan (on medium heat) add the chopped onion, garlic and carrot and cook until soft. Then add ground beef along with seasonings: black pepper, papprika and salt. Add a bay leaf for extra flavor (optional).

Step 4: Combine All Ingredients
Then to the same skillet, add the partially cooked rice, tomato sauce and ketchup. Mix to combine and remove the pan from heat.

Step 5: Assembling And Baking the Casserole
Preheat your oven to 375°F. Next, layer 1/3 of the shredded cabbage at the bottom of a casserole dish (a 9×13 inch), followed by 1/3 of the ground beef and rice mixture. Repeat layering with remaining cabbage, beef mixture, and finish with more cabbage on top.

Pour the water (or stock) over the prepared casserole (about 1 cup), cover with a foil and bake at 375 degrees F for 45 minutes.
Remove the foil, give it a mix and bake the casserole an additional 15 minutes to brown the top. At this time you can shred some cheese if you like. But it’s still delicious without any cheese. The total cook time is about 1 hour.
The result is just perfect – the cabbage casserole is perfectly juicy and tender without any floating liquid or overly dry ingredients. It just melts in yout mouth!
Serve the lazy cabbage roll casserole hot with extra tomato sauce or with a dollop of sour cream on top; Garnish with freshly chopped parsley and dill, and a warm piece of crusty bread on the side.

- Tomato sauce – I used 15 oz of unsalted canned tomato sauce. If you’re out of tomato sauce replace it by mixing 1 part tomato paste and 1 part water. - Add more flavor: add some sweet bell pepper, some cayenne pepper or chilli for extra kick.
- Protein: 100% beef; 50/50 beef-turkey; all turkey; add a little sausage for depth or make it vegetarian with lentils.
- Grains: white rice (the fastest), brown rice (par-cook 15 min first), cauliflower rice (low-carb: stir in for last 10–12 min so it doesn’t turn mushy);
- Cheesy Upgrade: Sprinkle shredded cheese on top during the last 10 minutes of baking.

- 1 cup Jasmine rice - 7 ounces (uncooked)
- 1 can tomato sauce - 15 oz or crushed tomatoes
- 2 tbsp ketchup
- 1 cup water - or stock
- 2 large onions - chopped
- 2 medium carrots - chopped
- 4 cloves garlic - minced
- 2 tbsp oil - or ghee for sauteeing
Seasonings
- ½ tsp black pepper - ground
- 1 tsp smoked paprika
- 1 bay leaf
- 1½ tsp sea salt - or adjust to your taste
Instructions
Prepare The Rice
- Rince the rice (1 cup) and cook covered with water (about 1½ cup) until it comes to a boil, then remove from heat and rinse with cold water through a colander. Set aside. The partially cooked rice will ensure it softens adequately during oven baking.

- Next, layer 1/3 of the shredded cabbage at the bottom of a casserole dish ( I used a 9×13 inch), followed by 1/3 of the ground beef and rice mixture.
- Repeat layering with remaining cabbage, beef mixture, and finish with cabbage layer on top.
- Pour the water (or stock) uniformly over the prepared casserole, cover and bake for 45 minutes at 375 degrees F. Remove the foil, give it a mix and bake the casserole an additional 15 minutes to brown the top.

I used just enough water to cover the carrots and onions and garlic instead of sauteing in oil. Then I drained off this water and used it as the stock for pouring on top of the casserole. It made an exact cup. I will use this recipe again. It makes lots and is so much easier than the traditional cabbage roll recipe yet tastes just as good.
Yummy! I used about 1.5 cups of diluted tomato soup to pour over before baking and it adds that flavour I remember from the cabbage rolls of my childhood. I also used 1lb ground pork and 1lb ground beef to make it a bit more meat-heavy. My guests really liked it 🙂
